Winnipeg's new arena is too small (15,000)
Las Vegas doesn't have a suitable arena (MGM Grand doesn't have regulation ice (about 185x80 from what I could tell during the Frozen Furys I have been to), Thomas and Mack has horrible sight lines, Orleans Arena is too small
Its a 2 horse race with KC and Houston. KC with a new arena being built and Houston with a large TV market and a built in rival with the Stars.

Putting a team back on the Winnipeg would be akin to Gary Bettman taking a spatula and slathering egg all over his face. Big mistake.
