I use Zonealarm pro, and it has settable options so I can either see what it blocks incoming or else it will just block all attempts incoming unless they are related to an outgoing program, and I have it set to always ask whenever a new non-approved programs tries to access the internet from the computer.
It works great. I use it on all my machines and I have had no trouble since I started.

I get hits from Chinese govt sites way too much as well.
